My idea was to govern differently, by establishing order and law. To this end I allied myself with the merchants and craftsmen, since only they could make the economy of this pashalik flourish. I encouraged them to trade with the ports of Genoa, Trieste, etc.; entrepreneurs built new roads, bridges, inns, so that caravans could export all the good things produced in the rich fields of Epirus. Economic strengthening would at the same time bring strengthening of the army and power. I kept the Orthodox, Jews and Vlachs close and did not allow any religious quarrel or war with the Muslims to arise. Indeed, all the foreigners who came were astonished by this. Albania could not be governed otherwise. The main thing was education. It was then that the "Zosimea" lyceum was also created.
